NOTICE IS HEREBY GIVEN that Hampshire County Council (“the County Council”) in
exercise of its powers and duties contained in Section 101 of the Local Government Act 1972
and Section 9EA of the Local Government Act 2000 and the Local Authority (Arrangements
for Discharge of Functions) (England) Regulations 2012 and Section 1 of the Local Authority
(Goods and Services) Act 1970 and Section 111 of the Local Government Act 1972 and all
other enabling powers the County Council shall from 1st April 2023 resume execution of its
traffic management and on-street parking functions under the Traffic Regulation Act 1984,
Traffic Management Act 2004 and all other enabling powers that were previously discharged
to the following borough/district/city councils ; Basingstoke and Deane, Eastleigh, East
Hampshire, Hart, Havant, Rushmoor, Winchester (“City/Districts/Boroughs”)
On-street parking functions within the City of Winchester will revert back to the County
Council at the later date of 1st October 2023
Off-street parking will remain the responsibility of those City/Districts/Boroughs (with the
exception of off-street car parking at Durngate in Winchester).
As part of the return of the above-mentioned functions the County Council will be looking to
issue digital parking permits at the point of their renewal to those who have previously held a
paper permit. Further information will be provided to those affected as necessary.
